The short answer first: Xizhi’s night is two hours after work.

18:30 The park empties
The tech park on Xintai 5th Road Sec. 1, the Farglory U-Town area, starts spilling out at 6:30.
It is about a 10-minute walk from the park to Xike Railway Station, under arcades and a connecting underpass the whole way. From November to March it rains in Xizhi nearly every day, and this covered stretch is the wet-weather backbone. From Xike a local train reaches Taipei Main Station in 15-20 minutes. If you would rather skip the rush, grab something at the convenience store under the park for under NT$100; carriages are half empty after 7:30.
Drivers have the other route: up the Xizhi interchange on National Highway 1, toward Keelung Road in Taipei. Between 6:30 and 7:30 the Xizhi System to Nangang stretch regularly jams for 15 minutes or more. Eat first.
19:30 The old streets by the station
The real Xizhi supper zone is in front of Xizhi Railway Station.
One stop from Xike to Xizhi Station, or a 15-minute walk along Datong Road. Out of the station toward Zhongzheng Road: stir-fry at NT$120-200 a plate, five plates and beer for three lands around NT$300-500 a head, posted prices apply. On Datong Road the Taiwanese fried chicken and braised snack stalls charge NT$80-150 a bag, and more people take it home than eat in.
For a slower drink, a few izakaya-style places sit around the park, NT$30-60 a skewer, about NT$600 a person, most closing at 11.
One thing needs saying plainly: Xizhi has no bar street.
Not a single row of them. If you want a bar stool and cocktails until 2 am, take the local train to Nangang, transfer to the Bannan Line, and Xinyi is about 25 minutes away. This is not telling you to skip Xizhi. It is telling you not to look for something Xizhi does not have.
Same for singing. There is no large KTV in Xizhi. Ride the Bannan Line to Banqiao Station, the Guanqian West Road area has them; pick one from Banqiao KTV or how to choose a KTV in New Taipei.
21:30 Massage, or home
Done eating a little after nine, two options.
First: Kangning Street and Zhangshu 1st Road out to Zhangshuwan, where the wellness parlours and foot-massage shops cluster. Foot massage NT$500-700 for 40 minutes, full body NT$800-1,200 for 60, posted prices apply. Walk in at 9:30 and you are safe; most take the last customer before 11. The strip of Xintai 5th Road Sec. 1 near Xike Station has a few too, handy if you parked at the park.
Second: go home. Weekday local trains from Xizhi and Xike toward Taipei run until roughly 11:30 pm, confirm with the TRA timetable. Buses 605 and 919 head into Taipei city; schedules are as posted, and headways stretch out after 10 pm. If you miss one, do not wait.
If you drank, flag a taxi at the Datong Road or Xintai 5th Road Sec. 1 intersections, NT$300-400 into Taipei. If you drove, call a designated driver. The Xizhi interchange sees checkpoints after 11 pm, and this is not the money to save.
When not to come
Friday.
The park crowd heads into Taipei on Friday night and the station front goes quiet; stir-fry places start stacking chairs at nine. Xizhi is busiest Monday to Thursday, 6:30 to 8:30 pm. Once that window closes, the crowd leaves with the local trains.
Rainy days count too. Xizhi logs more than 200 rainy days a year and winter is wet almost daily; the arcades on the old streets are narrow and only a few people fit in front of a fried chicken stall. On wet nights, stick to the covered stretch between the park and Xike Station, eat at the convenience store or under the park, and do not force the walk to the station front.

That is Xizhi at night. Two hours: eat, unwind, board the train. Not long, but enough.
